Calculus is a lot more abstract than calculus and you might like it more than algebra. Problem with syllabi is that they limit you to a singular point of view. Don't fall prey to the trend. Think and approach a problem in as many ways as you can, broaden your mathematical talent. Practice 'is' necessary but it's important that you don't try to memorise, if you do you'll be stumped when a totally new problem is posed.
To tell you the truth my algebra improved drastically after I learned analysis.

Well, I found calculus much more straight-forward than algebra. Calc concepts make sense, but you need to know how to do algebra, trig, exponents, etc if you want to do well. That's because calc has so much simplifying.
I don't know what's the best way to learn, except for having a good teacher and work hard. Review some of the algebra areas you are struggling with.

I think it's important that you understand what you're actually doing. rework examples or draw models of what you're trying to compute. I was never really strong in algebra but I did well in courses where there was spacial reasoning involved. with calculus i was terrible at working with series and sequences but did well with just about everything else. you just have to keep at it, just like everything else practice practice practice...it gets easier.

i know it's cliche:
"How do i get to carnegie hall?"
"Practice, man, Practice."
when you begin using the formulae in your algebra class in everyday things, you'll remember that stuff more quickly. really focus on pulling the information off the paper and INTO your head. your mind will put the numbers together in the brain more quickly than reading it off the page.
