Get brown paper, like the paper for some grocery bags (Check out this link: http://www.capspackaging.com/images/plan/p08-grocery-bags.jpg ).

Then get white construction paper, and make a tube of about 2.5 cm (about 1 in) in diameter and about 8-9 cm in length. Then wrap the brown paper around it, so that it completely covers the construction paper.

Seal the ends with the brown paper, so that they are not visible. Or you can squeeze the ends together and twist them (and then wrap them with the brown paper).

Then you can add whatever brand name or design you want.

Here's a cigar:

Go to a store that sells costumes or props. They may have some cigars that are fake.
