It means there are 4 beats in the measure, so basically the rhythm is... 1 2 3 4 1 2 3 4 steadily. As opposed to things like 3/4, which is 1 2 3 1 2 3.

4 beats in 1 measure. The 4 on top is the 4 beats and the 4 on the bottom represents how many beats can fit in one measure. There is a quarter note which is one of four beats. A half note that is 2 of 4 beats. A dotted half note which is 3 beats out of 4. Finally, a whole note which is 4 beats out of 4.

If a piece of music is written in 4/4, then each measure has four beats and each quarter note gets one beat. So if you have a whole note then it gets the whole measure.
If something is written in 3/4, quarter notes still get 1 beat, but a dotted half note would have all three beats of a measure.

the top number is how many beats in a measure, the bottom number is what kind of note gets 1 beat...
hence, 4/4 means there are four beats in a measure with the quarter note getting 1 beat
