i have to write a 3 pg story about a dystopia. so far i have george bush sending cia agents toblow up the golden gate. him and dick cheney are watching the FOX live coverage. donald rumsfield comes in with beer. what now?

Ah, well dystopia actually refers to an imagined future or an alternate history (Wikipedia). So why not re-imagine the future if Bush had actually not gotten to be President? Or what if the election in 2000 had ignited a whole new civil war? There's the US being a third world country under the rule of a despot and an alternate universe Saddam/Bin Laden type coming to 'bring us democracy and freedom' ....

Sounds like a start, but flesh it out. What you have now is little more that an outline. What kind of beer do these guys drink? Do they have pretzels, beer nuts, peanuts or Slim Jims with their beer? See the image in your mind and paint a picture for the reader with your words.
And by the way, it "He and Dick Cheney are watching the Fox live coverage."

Read some more about the White House and the Cabinet. Then go take a walk. Taking a walk or driving does wonders for writer's block.
