Very little, actually. You could get a 50 or 75 watt heater and it would probably not raise your electric bill more than 75 cents a month.

Heaters do not run all the time, they are controlled by a thermostat and when the water gets warm enough, it will shut off until the water temp drops below your set point.

Not much at all, and if you're keeping tropical fish, it's a necessity. (depending on where you live, but it keeps the temp from fluctuating too much.)
