i used to detail cars at 2 auto dealerships
they used...
http://www.automagic.com/
1. bug and tar solvent OR
2. new car solvent
or try kerosene (old school tar remover)
use any of the above with a red shop rag or bug sponge from walmart or auto parts store
if you call the ph# 800 826 0828 they will give you the drivers name and cell phone # that delivers products to the car dealerships and body shops in your hometown. then you can meet them at the one closest to your home or work and get the product from them. they sell large bottles for dealerships and small ones for personal use. pretty good pricing too.

Lyn is right. WD-40 is the cheapest and easiest way.It won't damage the paint. After you use the WD-40,give it a good washing and polish and you should be good to go.

Engine degreaser.... spray it down and let it soak for a few mins... wash with your soapy water then rinse, you may need to use a soft brissel brush and then wash again... apply a good wax to that area afterwards...
