PayPal, owned by eBay, therefore there is a tight integration of payment of ebay's bidding / sold item through PayPal. In north america, PayPal is linked to most financial firm, such that you can have money withdrawn from most major credit cards as payment for your merchandise. Therefore, you can practically pay anyone who has an ebay account for anything, ie. even money you owe the classmate sitting right beside (who has an ebay account)

However, for non-U.S account, you should ensure that the seller (or whoever is receiving the money) has ebay in their country. So that, the money you send to him/her can be received.

Its probally unacount able. More sites make it available everyday, also alot of small bussiness just except personal tranfers.
