Have Bush and Homeland Security raising the fear, I mean , threat level to High Red Alert.
Have him and his minions writing up his Public Address message about the disaster as The Terrorist Attack of the Golden Gate Bridge. This demoralizing attack by the axis of evil must be dealt with on a basic level. I am now requesting further Powers of War to shut down all traffic in CA until Homeland security can complete a door to door search for the explosives responsible for this new attack against America.

You may even have him asking the CIA if they could get the FBI to send one of the national TV announcers a letter tainted with anthrax to keep the fear level up there so that Homeland Security could also read everyone's mail ....

So, President Bush was just told of the World Neatro Corporation, that has been funding his campaign. The CEO's respondsible for the research programs that he, President Bush, thought were legitimate, are involved in an atrocous act against humankind. Something has gone terribly wrong, the sun only shines for four hours a day now, and the test subjects used at this Corporation have mutated and are spreading some awful disease.......Another mistake that the people suffer from due to the atrocites at the hands of their own goverment....What now?...Blah blah blah.....

A dystopia is usually characterized by an authoritarian or totalitarian form of government, or some other kind of oppressive social control.

Why not throw in Ludicris as Secretary of State, Willie Nelson as Secretary of Agriculture, and Howard Dean as Secretary of Defense. Michael Moore and Cindy Sheehan would be press secretary and head of the press corps..
David Hasselhoff could be the head of the U.N.

Hey , this is fun....

You should have him reading a 1st grade book, and making some innane comment about really bad drivers....

Then you should have another bridge in the vicinity fall too. Don't forget, you need some human interest heroes so hollywood can capitalise on them in the future.

Perhaps show a 'leak' from the Whitehouse passing through the networks verbatum, and show the mindless water cooler chatter that ensues. "I'm afraid to cross bridges now!" etc.

Another bridge needs to collapse for no apparent reason.

Use humor in your paper, try to make it a hilarious read, and then edit out all the humor later. It will get you interested in writing and making it your way.
