They were originally arranged that way so the letters that were used most often were far away from each other inside the machine. If the letters were typed to quickly and were too close together they machine would jam up. It doesn't make a lot of sense from the modern PC standpoint. The Dvorak keyboard is much more ergonomically correct.

The Qwerty Keyboard was a solution to a mechanical problem. Early typewriter mechanisms jammed if people typed too fast. Sholes, credited with inventing the most successful of the early typewriters, also invented "Qwerty". He spread out the keys in a very un-ergonomic way to slow people down, and he found that his machine jammed less.
And we're stuck with it, though Dvorak is available on most all computers with just a few control setting prompts and it's far easier on the fingers.

the makers of the keyboard arranged the keys by calculating which letters are used most together such as "th" or "st". I think they did a good job. It was planned that way.

it was first designed that way so that it would be hard for people to type so fast, if they typed too fast the letters would get stuck on top of each other when they went to type the letter. of course now that we don't use type writers it doesn't really apply. I hope that answers your question!

The guy who invented it made it so that the letters that are the most commonly used are most assesible, which is the home row and the letters that are easy to type.
