Duplex means that there is a bidirectional link where both directions are active at the same time. A simple example of this is your cell phone, which lets you talk and listen at the same time. The cell phone has a transmitter that is sending out your voice, even as its receiver is simultaneously receiving the person you're talking to.

The "opposite" of duplex is "simplex," which is a transmission that occurs in one direction only. When you watch the over-the-air signal of a TV station, that is a simplex transmission.

Simplex and duplex have nothing to do with a specific frequency. There is no way for me to know what the other frequency is if one of the frequencies is 151.9 MHz. You will have to look on the radio for an information label or use a spectrum analyzer to determine the other frequency.

Duplex mode means it goes both directions. I think, if it's real duplex, it's on the same transmit and receive channels/frequencies.

A duplex communication system is one where signal can flow in both directions between connected parties.
