Essentially, with no air conditioning, your landlord is receiving rent for an uninhabitable dwelling and is in violation of your lease, assuming you have one. You can hire a technician to repair the unit, and then deduct the cost of the repair from your rent. If your landlord tries to evict you for this, go to court and present the bill to the judge. Finally, you can move out and sue your landlord for a refund of your deposit. Again, if the residence is uninhabitable the landlord is in breach of contract which gives you the right to abandon the lease and leave.

tell the land lord about the problem stop paying rent to your landlord and put the money in an escrow account when the problem is fixed pay the rent owed. If the problem is not resolved take them to court and prove good faith with the escrow account and get enough money to move on.
