Yes you can!, but I won't tell you unless you pay me $100

If you have an extra PC, A copy of Linux, a high speed Internet connection, that's all you need.
1 Learn to use Linux
2 Learn Apache
3 Learn basic networking skills
4 Learn firewall skills
5 Learn basic HTML
6 Gather your skills and install Linux on the PC then Setup your Apache server. Build your Website /Web page, open incoming port 80 connections on your firewall's red to orange interface, and you now have a web page that you can access by your home IP address. If you want to get fancy, but it will cost a little bit, you can buy a domain name and register it with a dynamic DNS service along with your home IP and presto! you have a website! That's about the cheapest way. Didn't say it was easy but i did it. BTW your ISP may not like this, and you might get hacked. enjoy!

Sure you can and you probably dont need some funky site like freeservers! Most people fail to realize that their ISP provider has webspace you are already paying for in your account! It will probably also provide tools to help you create it!

Your best bet is to find someone to host your site for you. Get a sponsor, or ask a friend. Hosting is really cheap these days (4.99/yr I think?).
