There were 7 Presidents under the Articles of the Confederation through trial and error the Constitution was written. It was written in response to the inability of the country as a united unit to function under Articles enforced from state to state. In one state religious tolerance would be practiced while in another it wasn't so the founding fathers set out to create a rule of law that would unify all the states in key areas. The Civil War and the abolition of slavery is a key example of that unification. It was designed to balance the powers each branch of Government has. The three branches Executive, Legislative and Judiciary all check on an others powers and function as a unit. The Executive branch can wage war but only the legislative branch can declare was. The executive branch can veto laws, send them back to the legislative branch or pass them. You may have heard of the Administration using signing statements to amend laws rather then vetoing them this violates the constitution and the balance of power design. The line item veto was declared illegal in 1999 Clinton vs New York and using signing statements like line item veto's is illegal. It allows the Executive Branch to operate outside accountability to the Legislative branch of Government and will eventually be heard by the Judiciary Branch. It's importance is major and the abuses of it under the current administration will be seen over the next few years. Much of the Legislation with signing statements attached will be challenged in courts as unconstitutional so the progress this administration claims is merely a vapor of delusion.

This sounds like a classroom assignment. But, the purpose of the constitution is to layout the frame work for constructing the government. The preamble of the U.S. constitution states the purpose (ends) of that government.
