If your favorite celebrity is big enough, s/he will have a Web site. Go to the Web site and follow the instructions for contacting the person. You can usually write care of a TV show, network, movie studio or publicist. If you write a nice note and include a self-addressed, stamped envelope, the celebrity will probably write back. (This has happened to me a couple of times.)
I contacted a young Hollywood actress about 18 months ago and asked her to autograph an article in a magazine that was about her TV show. I sent a copy of the magazine to her publicist and included a return envelope and postage. The actress autographed it and sent it back, and it's now framed and on the wall.

Generally, you don't. Most celebrities have around 500 troublesome 'fan' cases with the police at any given time. The best thing to do is to go to their online website and look for ways to express your admiration. Doing anything to get closer is scary for them, and chances are that you'll get arrested! Meanwhile, it doesn't hurt if you're rich enough to hang at their local spots....but even then, you'll be under the watch of their body guards.

EASY! You read in Cosmo or Teenbeat where there favorite placed to dine are. Then you go to these 'so-called' places and you take part in a good old fashioned stalk-out. Just don't try this with Cameron Diaz or Justin Timberlake... They get a little tempermental.
