I was in the Army National guard 6 years ago and singed up for the GI bill. I came back into the U.S. Coast guard 2 years ago and declined the G.I. bill thinking that the one from the Army National guard would carry over. Big mistake. They do not even have a record of me ever having the G.I. bill. What can I do? I feel that there is no way to go back to school other than working full time to afford it. Could someone please help me out?

I don't know what you mean by there being no record of you ever "having the GI Bill". If you are in the service (any branch) you are entitled to certain educational benefits under what is commonly referred to as the GI Bill. You need to talk to someone who can explain your rights and options. Start by reading about it on the Veterans Administration's website here

Student loans obtained for you by your financial aid office are usually low interest loans. I had one that was 1% and another that was like 8%, but I had them both combined under Fannie Mae and ended up paying 9% when I started to pay it back. Talk to you financial aid office about this. Also, talk to them about PELL grants and other grant/scholarship programs that you wouldn't have to repay.

yes, check with the school that you want to attend, they should have that info, and yes, the gov't forgets all about you once you get out of service,( 4 yr usaf ) call your congressman's office to help them remember.
