You round to the nearest billion by looking at the hundred millions place, marked below with an asterisk. If this place has a five or higher, the number in the billions place (where the one is in the example) is increased by one and any other places to the left adjusted accordingly if there was a nine in the billions place. All places to the right of the billions place will contain zeros.

If the digit in the hundred million place is 5 or greater, then you round up. If it is 4 or lower, you round down.

Examples:

13,500,000,000 = 14 billion

13,400,000,000 = 13 billion

Look at the number in the hundred millions position. If it is a 5 or higher, round up. If it is a 4 or less, leave the billions digit alone.

Look at the number immediately to the right of the billions place. If that digit is 5 or more, round up. If the number is 4 or less, the billions place does not change. For example,
2,567,000,000 rounds off to 3,000,000,000
2,457,000,000 rounds off to 2,000,000,000
similarly, 567,000,000 would round off to 1,000,000,000. Hope this helps.
