It is called RTV and you can order it from chemical supply houses.

Note that unlike the RTV that people caulk their houses with, the liquid form requires a catalyst that you mix into the base material. Make sure you order that at the same time. (I seem to remember the catalyst is carcinogenic...not sure so you better check.)

I've used salt, instead of sand, to make a kind of mould. It was just a bag of regular salt in a plastic dish pan which I'd wet down a little. I'd place the item in as if I were casting in sand. It leaves the imprint. The thing of salt is that once the candle is set you can rinse off the salt easily and it only leaves the texture. If the texture is what you're looking for.

I've also used liquid latex to make a few simple moulds, but the curing time is a bit more than I like.

I would suggest finding a candle supply catalog. They would probably carry something like that. Also, if you have a local art supply store, they would probably be able to get it for you or may have something simular.

You don't have to use silicone, but it does depend on the temperature of the candle you're planning on making.
