I believe is shows how inconsiderate they are. Purposely unaware in their own world how annoying they are too people. They easily dismiss and do not care about others feelings. They are insecure in who they are and have to be offensive to in some way prove they are powerful. It is no doubt a metaphor for the rest of their life and the way they relate to people.

Why does this concern you so much? Can't you move to another machine if someone next to you is popping gum?
I
'm sure they do not think of themselves as being inconsiderate or offensive - much less powerful. It is just a habit, or perhaps as someone mentioned, a way of burning calories. I'm quite certain that they do not intend to hurt anyone's feelings, and that in 99% of cases, it is not a metaphor for the rest of their lives and their relations with others.

They pay to go to the gym - as you do - and expect (as you do) to be free to do what they wish there.

You seem easily annoyed.
I cant believe you are analyzing someone for chewing gum. They're popping gum at the gym. Weights clank, machines make noise. They aren't in the library or movies.
You seem over dramatic and overly critical.
