Probably the best answer would be to buy a program that allows you to edit music. I know that Bestbuy.com has some listed, but you could probably find more. You could also buy a music video that can work on WMM(windows movie maker) and edit the music parts you don't want out, than somehow import it into itunes, and convert it to ACC code I think, which will make it a music file.

Depends what you want to do with it and who you purchase from. MP3's are the most easy to edit, but I haven't tried any Windows software that edits music. But I do know that Garageband in OS X is good for editting music of some sort, but I haven't tried that either. I know this isn't any help, but, gives an idea.
Try typing in words into a search engine like, music editor, or music editting software.

use a free program called wave editor. I got it from old versions. It's really easy to use and it has a cleaner in it if you are recording albums as well.
