Japan.
I worked for Japanese companies for the last 10 years, and was stationed in Japan while in the Navy, and they are very polite people.

So far, for me it's been in the Carribean islands. The people down there, wether it be The Bahamas or Aruba are so nice. They are all close to each other because the islands are so small. They welcome you into there homes and will answer any question you have and there always smiling and so happy with what they do, and what little they have.

Here in North America, the nicest place I've been for polite people is Portland, Maine. Very easy going there. And in Canada, probley Prince Edward Island.

The worst place I've EVER been to for politeness is Liverpool England, long story but I found the people there are not very welcoming to tourists.

The Japanese are the most polite people I've met anywhere! Even when driving, stopped at an intersection, they dim their lights so as not to blind others at the intersection.
