My dad told me that there is a 35 mile radius and after that you have to have a CDL. A friend said if you are leaving the state then you are to have one. I would like to know please.

Anytime that you are driving a single vehicle with a GVWR of 26,001 pounds of more or a combination vehicle of the same weight with a trailer with a GVWR of 10,000 pounds or more you have to have a CDL. So basically you do need a CDL for the scenario you have depicted.

Better to have a CDL and not need it, than to need and not have it.
