Yes, there are magnolias which grow as shrubs, and some which are tree sized and formed. There are about 125 different varieties of magnolia, with a wide range of growth habit and flower form and color.

In Calif, there are Southern Magnolias-Magnolia grandiflora that are evergreen and grow to about 40 feet tall and always have a single trunk. There are also Chinese Magnolias- Magnolia soulangeana are deciduous trees that can be kept about lowest roof height(10-15ft) or taller and most often are multi-trunked looking like a large bush. I would not consider Magnolias a bush.

Yes, it can be a bush or a tree, depending on growing conditions.

Difference between bush & tree is number of branches and height. Magnolia can be either, according to wikipedia.

A magnolia bush grows to a large bush and Nebraskans' call it a tree.
It is a bush no matter how big it gets .
