Run the Windows installer from the CD, it should give you an option for installing or uninstalling certain aspects of Windows, the games in question will be in there somewhere so you can reinstall them again. Although, I'm wondering if maybe you've only deleted the shortcuts from the Start Menu, and not the games themselves. Solitaire for instance lives here:

C:\WINDOWS\system32\sol.exe

Go and check if it's still in there at all.

Control Panel, Add/Remove Programs, Install Software, Use your OS CD that came with the PC, it will reinstall them. Good Luck

UPDATE: You cannot delete files then use System Restore to put them back, if you have newly installed apps or programs since the last restore check, it will delete these in turn.
