Water gets absorbed into the clouds, from lakes and oceans and stuff, which is called "evaporation". Once the clouds can't hold any more, it rains down onto the world. Then it is evaporated again, etc etc.

As water vapor rises, the air expands and cools. The vapor then as it slows down attaches to condensation nuclei. This can me microscopic particles of , dust , salt, smoke etc. As the cooling and expansion continues these small droplets collide and become large enouph to become effected by gravity and overcome any forces such as convection that keeps it aloft. then the droplet formed falls to the ground as rain. This is a short and easy answer that should be understandable by a four year old.

take a cold glass of water on a warm humid day and watch the water condense on the glass. Now, when cool air hits warm air the same thing happens only in the sky this forms clouds of moisture, when the moisture is sufficient the rain will come and your glass will drip.

When the sun shines on the earth, it causes water to evaporate( water from lakes, pools, seas and even the from your pool outside) As this water evaporates it rises to the atmosphere. When it reaches an altittude(height) where the temperature is very low, it condenses to form clouds. When heavy enough, these clouds release water droplets which fall back to the earth as rain.

If your asking what you should say to your eight year old, I'd tell her that the clouds make the rain. Close to the truth as you can get without confusing the hell out of her. Unless shes studying it in school, in which case I'd look at the textbook.
