Let's see, you are on-line with dorky dial-up?
Or you have some horrible spyware going there. Clean that up.

I would try going to http://www.download.com and get Ad-aware and run that. Then I would get SpyBot Search & Destroy and run that.

This is the awesome double whammy. If you have high speed internet, you will be getting more of what you are paying for.

Too little memory.

Have some memory, but, you insist on 100 programs in your start-up menu, so most the memory is allocated elsewhere. Strip that sucker down to the minimum you need 'right now'!

Tool bars, you have like, 50 things in there, that are 'pre-loaded' just like the Start-up menu, and sucking up lots of resources, speed, memory!

Are you running the 7 programs that fight spyware, adware, bots, virus, trojans, and etc.? Well, that is why the 800 OTHER OSes (all Unix, Multics Clones, virus immune!) run movies without any glitches! http://pclinuxos.com

On a dial up, trying to squeeze streaming video in (like pushing macaroni through a straw!)?

Windows does not natively support dvd movies. You need a third party decoder. Your computer should of came with a decoder program such as windvd or sonic. If you installed the DVD player your self. The player should of came with some software. While windows media player will attempt to play the dvd. It will not work correctly untill you get a decoder.

Check for adware as said. It may be not enough Ram, or a defective memory chip. In this last case try removing all your ram chips but leaving only one. When your computer does't boot or do real strange things then tou have found the defective chip. You can also check in your hard disk properties if you have direct Ram access enabled.

It could be a number of things, if you have an older computer it could be your video card, your processor, or the amount of RAM you have.
As priorly stated, it might just be that you have other programs running that are making your playback poor quality.
I really can't tell you as you aren't providing enough info.

Usually this problem in general is caused by lack of Memory (sticks)
Put as much memory into your motherboard that's possible for it and you won't have that problem anymore...You see when you start running out of memory everything stops besides the operating system until it can recover enough memory to continue....
But, if it's your DVD drive then that's a whole nother problem...

usually means that the drivers have been corrupted

try this is you have windows xp

Right click on my computer the click properties - click hardware then device manager - click on the plus next to cd/dvd rom drives

right click on the offending drive then click uninstall

click ok and the warning

now click on the plus next to the ide ata/atapit controllers

ignore the primary and secondary channels

right click on the one that says controller - then uninstall - click ok on the warning then click yes to restart

when pc restarts it will say found new hardware and after a while the pc will ask you to restart again - restart

test your drive does this works

Try closing some of the programs that are running... they might be slowing down your computer.
