Yes, but Yahoo doesn't allow ALL CAPS anymore, so it'll be harder for them to do it.

Not really. Just as long as the whole question/answer is in caps. Sometimes people use caps to symbolize words with emphasis when they don't feel like using italics.

NO TO ME IT IS NOT ANNOYING WHEN PEOPLE WRITE IN CAPS. IT HELP ME AND OTHER PPL SEE THE WORDS BETTER. ALSO LIKE U JUST DID IT CAN SHOW EMPHASIS. BUT CAPS ARE ALRIGHT.

If they use caps pointlessly, then yes, it is annoying.
If they're doing it to be cute or PUT EMPHASIS ON SOMETHING TO MAKE A POINT then, you know, whatever
