If I go to an NFL game and I take a picture of an NFL superstar ex: Michael Vick, can I use that same picture to sell products such as shirts or jackets?

My advice is to get a Life Events Legal Plan from Pre-Paid Legal Services, Inc. With this you will be able to:

If someone took a pic of you picking your nose and make/sell t-shirt, would you sue that person?

No - thats misrepresentation.
you have to have a signed document saying it's ok...
a paper towel or napkin that has his signature on it after a statement like "its okay to use my likeness" is sufficient.

You could do it but if he ever found out, then he could sue you for not getting his permission first.
