It depends on the technology used in the TV or computer monitor. For example,

CRT (heavy, "tube" monitors and TVs): Common signs of failure include strange noises (yes, seriously), image dimming (i.e. even with brightness/contrast @ 100%...the picture is too dim), picture going out and coming back (usually accompanied by a strange noise).

LCDs: Often don't have warning signs of imminent failure.

Plasmas: Often don't have warning signs of imminent failure.

There are many different ways to determine if your tv or monitor is going out. It is based primarily upon the type of monitor or TV you have. For CRT or Cathode Ray Monitors, Similar to standard TV sets you can look for a discoloration around the edges of the set. Also the presence of a high pitch sound while the set is on can be an indication.

It might be near its end if you cannot get the picture as bright as you wish, because the electron gun emission gradually declines over time. But I have never seen a CRT fail for this reason. More likely is some sort of catastrophic failure of one of the other components, and these seldom show symptoms in advance of the failure.
