I've never seen that. If you want to get it easily, pass the 'cop land' mission to be able to get the police uniform from VCPD HQ (Washington beach). Go to the army base and climb the stairs on the right, hop over and take the chopper. If it isn't there, you may have to try again later

never has for me........but you can steal it from the base
