Because that's tradition. It's supposed to look a bit fake. It fights with ultraman. It actually consider as a super hero instead just an animal!
Hollywood version looks great..but it's not Godzilla. Not suppose to make it too real you know. Not suppose to turn Godzilla into a dinosaur.

As a fan of Godzilla, only the ones up until the "Godzilla 1985" release could be considered low budget but that was with the times also.
Godzilla's first two movies were a lot of puppetry but since then it has been an actor in a suit.
Check out the final Godzilla movie (for a few years at least) Final Wars. That had damn near every Godzilla enemy in it (including that overgrown Tuna that came out under the guise of Godzilla). It has cheesy effects but is not low budget.

The newer Godzilla movie's are not that low budget. Believe me I am forced to watch them by my boyfriend. He Love's them! They are doing a lot of cgi stuff now
