how do i turn a .jpg into a .wad file easily?

I play the game Day of Defeat and to make a custom spray paint it has to be a .wad.

Wad files, which first were released for DOOM!, have become the open ended solution for many digital games, including Day of Defeat. I know of no easy way to convert a .jpg file into a game.wad.
