For a semi-formal party, you shouldn't wear pants, unless they're dress pants. You could also wear an A-line skirt or a cocktail dress. If you choose to wear something other than a dress, you should wear a blouse or elegant cami on top.

i don't know about rust and brown... there are many shades of each but semi-formal, I would wear a cocktail dress or A line skirt that is to or a little past your knee!

well semi formal would mean a nice but not fancy skirt. And they do not match at this time of the year.

yes they match but unless you want to look like a piece of poo then dont wear them together. id suggest creme and brown or rust by itself.
id wear a cute little black dress or some sort of a cute knee lenght dress.
