To write HTML code, use a basic editor like note pad. You can use word if you really must but you will need to save the file as plain old ASCII text. Save the file with an .htm extension.

When you open it, use the open with option and choose IE.

That is what I do.

As far as viewing it, your browser will open a file on your machine the same way it opens a remote page. If you get into dynamic content with PHP or anything like that, then check out the Apache web server. You can run your own little server.

I agree with what the others said about tutorial sites and such.

If you are using Windows95 or higher, use the notepad actually it is the best. Because it does not automatically format the document. Save as "all files" and name the file file.htm. Internet Explorer will open it up as a real HTML website. It is where I learned.

For basic HTML you can do it all on your own computer. All you need to do is save the .hmtl files and open them with your browser. Depending on your settings you may be able to either just open the HTML file, or you may need to right click it and select Open With... and pick your browser.
