The instructions you've received are pretty much correct. You need to know, however, that if the thing has been in service for very long and the water going into it is hard, you'd be better off to save the time as there will be so much stuff in there it will be tough to do much good. If you need something to do, however, go right ahead as directed. Also be aware that the drain valves they put on water heaters are about the cheapest thing you can find on God's green earth and are very likely to leak afterward.

At the bottom of the heater you will see a little valve with threads on it. Put a garden hose on this and run to your bath tub and open the valve. yucky stuff will pour out and let run till clean 4-5 minutes.. close valve tightly and remove hose. Careful as the water is hot. Don't mess with the valve at the top part of the heater as this is the pressure release. Be careful and you should be just fine. This should be done every 6 months, more often if your area has hard water.

1st turn the gas off at the hot water heater (it will save energy). 2nd connect a garden hose to the spigot on the bottom of the tank and run it outside. 3rd turn the spigot on and let it run, 15 minutes should do the trick. 4th turn the spigot OFF, reel the hose up and re-store. 5th relight the water heater.
