HUD doesn't offer loans to individuals. Rather, if you quality, they will pay all or some portion of your rent to the landlord through a voucher, section 8 or other program. Those using HUD assistance do not actually receive the money, their landlords do. If one qualifies for HUD assistance, HUD regulations usually call for the tenant to pay 30% of their gross income for rent while HUD would pick up the rest. Your first step in getting HUD assistance would be to apply. Typically, one has to be below the poverty line (determined by federal standards, adjusted for locality) to receive assistance.
