Not as far as I know.
But when you are loading an internet page and it is going very slowly it sometimes helps to click on the link again. Sometimes it completes the page instantly but other times it seems to start from the beginning again.
You win some and lose some.

I used to do it all the time as well as tapping the space bar and hitting the return key. This often prompted the computer to lock. These days if I can't stand the wait any longer I walk once round the house.

If nothing else, it keeps you occupied while the computer is processing, so it might not actually do anything as far as interaction but rather make the time go quicker.

No, it's only purpose is to remind yourself that "somethign might be happening" and "It may stop being that hourglass"
Of course, usually, if you bring an application to forground (by clicking the application window), that application may become faster (by making all others slower).

yeah, and turning the radio down in the car will help you find the address you're looking for. Oh, and ducking in the rain will keep you from getting wet.

It actually slows down the PC as it takes up processor time. This is negligible though.
