Sometimes both.
If I don't know the answer or can't find an answer to it, I don't answer it. If I can help someone out by providing information, I do so.
We have people on here from many different cultures and they don't all have the same body of knowledge. While a question about who the first President of the US might seem to obvious to a citizen of that country, it might not seem that way for a student from India.
