we have tried Roundup, Seven , 24D, none have worked. We have weeded by hand but now it is taking over my garden. HELP !!

I live in Canada, and these chemicals are used on our farm. It is a weed out here and is not a flowering plant, just goes on and on.

There is a weed that looks exactly like portulaca foliage-- but doesn't bloom. Here in Oklahoma it is a weed-- and will sucker you to baby it and water it-- then find out what you have!! Kinda like cowbirds laying eggs in nests of unsuspecting birds-- then flying off-- leaving the poor momma to feed the orphan!
I'm wondering what you actually have tho-- portulaca are cousins of moss rose-- and grow much the same. If what you are grubbing out does have blooms-- it probably propagates as does the moss rose-- which explodes it's seed pods to spread the tiny seeds. Which may answer your question--
If it isn't portulaca the roots and propagation may still be the same-- in fact I find both the weed and moss rose all over-- even have a moss rose in the crack of my driveway-- it's tough.

You don't say where you are located but ...
Sevin is a pesticide not an herbicide. It can not be purchased by home gardeners in the USA anymore due to it poisoning ground water supplies amongst many other problems.
24D is also banned in the USA for home gardeners due to it's persistence in the environment & all the environmental damage it has caused. New research has shown many problems with RoundUp also.

Portulaca is easily pulled by hand or grubbed out with a hoe. Why use chemicals?

Where are you if Portulaca is a weed? What a lovely flowered plant it is with vivid, vibrant colours. We can only grow it in containers, because it won't over winter where we are. I'm amazed that it is treated as a weed.

Like some other 'lovely' pests of a plant they may be imports gone wild... or simply well adapted to survive and thrive...

So borrow a back hoe... well the trick is to remove roots(ever play with nut sedge- argh) and mulch or ground cover growth to prevent reintroduction...

Youy may have inadvertently mixed roots or seed and are now reaping the 'benefit'. Three inches of mulch will help keep most undesireables under control... with minimum weeding(GET THE ROOTS!)

It could be Purslane. Purslane had succulent leaves like Portulaca but the leaves are fatter. It is usually very easy to pull or hoe.
