Why are you confused? Didn't you watch the movie? His clothes, hair, attitude.. It all fit his character perfectly.
He was playing one of those losers in their 20s who still hang out at their old high school with teenagers (instead of moving on and getting a real life).
Oh yeah, and it was the 70s!
It's called acting... If you like an actor, expect to see him not looking his best at times if it fits the part.
PS: I met him on set once a few yrs ago. He is indeed one of the best looking men I've ever met. A lot of actors look worse, or the same in person, while he looked a lot better. I'm not saying this as a gushing fan either, as I don't know a whole lot about him and never paid much attention until that day. I've met so many actors/musicians, many who I forget soon after. I just remember thinking that day, "Holy sh**! He's ridiculously good looking. Is he not photogenic? How is this not coming across on film?"
So, don't worry so much about how he looks in a role (where he is supposed to look cheesy). The camera honestly doesn't do this guy justice.

In the movie Dazed and Confused he had to wear what was given him. First of all, he was a working stiff that liked high school girls. After all, no matter how old he gets, they stay the same age.
So, as most single guys do when it come to laundry. Everything goes into one machine to make things go faster. As far as it goes with the boots. hey, it was the 70's.

Ahhhh, lots so! I basically watched that action picture like 20 min. in the past, and now i'm worse off. until now i became basically perplexed, that action picture basically further dazed to it, i'm torn between wanting 2 issues that would no longer coexist, no longer having the two, and not understanding which to combat for.

It was the early 70's...if you grew up back then you would have thought he was HOT....he still is except for the fact that the man admits to not wearing deodorant!! EW!
