It was first a pointed\ round head, no straw for hair, looking like a scarecrow, then a round head, straw for hair, still looking like a scarecrow, then the costume looks like a priest (not insulting any priests) with a noose around his neck, so why did they change it three times?

I noticed this too and I really have no idea why they did that. Maybe Jonathan Crane/Scarecrow, as a cartoon, had to evolve a bit throughout the show or maybe the character in there was replaced by another wacko. Your guess is as good as mine.

to keep viewers guessing what suit scarecrow would wear next and to suprize the viewers with a new look every season....
