However, you may misunderstand what's offered. For one thing, the gps receiver that's in all cell phones these days is turned off by default. The user, via software, has to intentionally turn it on. Secondly, that location has to be sent somewhere for it to be of any use. Just because the phone knows where it is doesn't do anybody else any good. That's what these services do, they provide a little software that turns on the gps and then sends the phone's location to them every now and then. That allows a person, like you, to go to that web page and see where that phone is.

But it is not possible for you to find out where somebody is unless they have themselves subscribed to this service. (Well, maybe the NSA can, but that's not you.) You can't just track somebody against their will.

Tracking cell phones is expensive. The technology cost lots of money and the servises charge a good fee for it. You can now get cell phones with GPS and can track it as part of your Cell package. This still cost extra.
