I have already determined that the harmonic balancer is broken and have removed the outer ring, the bolt and the washer but I can't get the other part of it off. How do I do this?

Use the puller tool or take two big pry bars or screw drivers and wiggle it back and forth on either side till it pops loose.

You will have to borrow or rent a harmonic balancer puller. When you get it, save a trip back to the store, be sure to get the right size and length bolts for your balancer. Take one of the pulley bolts with you.
