IN THE (NFL) NATIONAL FOOTBALL LEAGUE THERE ARE RULES DESIGNED TO BE IMPARTIAL TO THE INDIVIDUAL TEAMS. MEANING THE RULES ARE APPLIED EVENLY. IF THE OFFENSIVE TEAM HAS AN INTENTIONAL GROUNDING, THEN THE RULE IS........"LOSS OF DOWN" + (NEGATIVE)YARDS. I HOPE YOU UNDERSTAND THAT..........
NOW IF THE OFFENSIVE TEAM IS IN THE "RED ZONE" (20 YARDS AND UNDER.....ALL THE RULES STILL APPLY EVENLY, UNTIL THEY GET TO THE 10 YARD LINE AND UNDER. HERE IS WHY.................[(BRONCOS / OFFENSE - RAIDERS / DEFENSE) THE BRONCOS HAVE THE BALL ON THE 8 YARD LINE........AS THE QUARTER BACK CALLS FOR THE PLAY, ONE OF THE RAIDERS JUMPS OFF SIDE AND MAKES CONTACT WITH THE LEFT TACKLE.......'OFF SIDES' ~~~ REPEAT DOWN AND 5 YARDS CLOSER TO THE GOAL LINE. (NOW THEY ARE ON THE 3 YARD LINE) IF THE PENALTY HAPPENS AGAIN, THERE IS NO WAY THEY CAN MOVE THE BALL 5 YARDS, SO THE RULING WILL BE.....'OFF SIDES' ~~~~"REPEAT DOWN AND 1/2 THE DISTANCE TO THE GOAL"].
NOW OF COURSE THEY ONLY GAINED 1 1/2 YARDS FOR THIS PENALTY THAT WARRANTS FIVE YARDS. THE BALL WILL MOVED TO THE MARKED AREA AND GOAL TO GO.
[NOT ENOUGH YARDAGE TO ENFORCE THE PENALTY, THEY GO TO HALF THE DISTANCE TO THE GOAL.]

Penalties are assesed half the distance to the goal line because the offense can't get a safety called off of a penalty.

this rule is used when a team on defense commits a penalty and the team on offense is to close to the endzone for the normal yardage or if a team on offense is to close to their endzone and they commit a penalty
