You didn't mention brand or model, but most 650cc cruisers should be able to run at legal highway speeds anywhere in the country. Depending on the weight you're trying to carry, it will probably top out somewhere between 70-80 MPH.
600cc sports bikes are capable of higher speeds, but they're not as comfortable to ride as cruisers.

I have an 1800cc bike and a sport bike with 650cc probably has a higher top end speed. It all has to do with how the bike is made to run, ie. gears, transmission, and the type of engine. Like the man said it is RPMs that kill an engine not speed on the road.

Sounds like you're asking about a specific bike. Always give year, make, engine size and model # when asking questions. All bikes are not created equal.
Yamaha v-star has a top speed of 145
Suzuki savage has a top speed of 95
The Yamaha wouldn't even break a sweat at 95.
Figure about 20mph below it's top speed would be comfortable for the engine.

depends on the bike. Just about any 650 will do over 100mph, even cruisers. If its an SV650 it should be good for about 110~120mph depending which way the wind is blowing.
Old Triumph Bonneville would do 120mph with only 45bhp, so will Yamaha XS650 if you change the handlebars (only do about 95 with stock bars) It only has about 40bhp
