1. What is the difference between an electric and bass guitar?

The "electric" usually has 6 strings (sometimes 12) and is played by the "lead guitarist" and "rhythm guitarist" in a band. The bass usually has 4 strings (sometimes 5 or 6), and they're thicker and provide a lower sound, and usually played for the rhythmic aspects rather than as lead instruments.

2. Whats the difference between tabs and chords?

"Tabs" (or tablature), if I recall correctly, are used for counting the frets on a guitar or some other instrument - one wouldn't have to know how to read music in order to play because he/she could count frets and place his/her fingers on the given frets to make the sound.
Chords are combinations of strings being played together while one's fingers are on given strings.

3. What is the best and cheapest brand of guitar?

I don't know that - I suppose it varies by retailer.

4. I'm just starting to play acoustic guitar, what else do I need to know?

A guitar playing friend once told me that if I were to ever start playing, I should learn first on an acoustic to build up finger strength and speed, and that would make a transition to an electric much easier.
Have patience, and try playing for fun first.

I know I haven't answered *everything* well here, but I hope others can provide better responses. Have fun with it! : )

Standard electric guitars have 6 thin strings, bass had 4 thick ones.
Chords have 3 or more notes at a time that you play in "bulk", and tabs show you things like solos and riffs (that little melody in there).
For best and cheapest, I'd take the Squire, by Fender... I still use one!
Practice your open chords and power chords, and never, never, never neglect learning your scales!
