Gandhi was the better leader. Bose made an anti-British alliance with the German Nazi government during World War 2 and was apparently even willing to contemplate an invasion of India by the Wehrmacht.

This is understandable on the principle of 'my enemy's enemy is my friend' but I think it highly unlikely Germany would have left India after a successful invasion and defeat of Britain, so Bose would have delivered India to the tender mercies of Nazism in the name of freedom from the British Empire.

Gandhi was a great revolutionary and inspired many people including Martin luther king however he was not acually the leader of india or pakastan. So as a leader of people, he was great, But he was not a ruler.

Gandi's main political cause was to have the British leave India without violence. Although he himself died sticking to his beliefs, his politcal agenda was successful. It has been said, that even his opposers in British rule, had immense respect for the man..and even that in itself...'to be respected by your enemy'...makes for a truly great leader.
