In computer science, a cache (pronounced /kæʃ/, like the English word cash) is a collection of data duplicating original values stored elsewhere or computed earlier, where the original data is expensive (usually in terms of access time) to fetch or compute relative to reading the cache. Once the data is stored in the cache, future use can be made by accessing the cached copy rather than refetching or recomputing the original data, so that the average access time is lower.
Caches have proven extremely effective in many areas of computing because access patterns in typical computer applications have locality of reference. There are several kinds of locality, but this article primarily deals with data that are accessed close together in time. The data might or might not be located physically close to each other.

In terms of Internet explorer, cache are copies of websites that are downloaded onto your pc to allow for faster web page refresh. You can delete the cache which does not harm, but the next time you visit a particular site you have been to, it will need to reload the web page and copy it to your pc. Slightly slow, but you will not feel much different unless your pc is old and slow.

They are places that programs use to run properly, ex. windows, internet explorer. If you delete cache files (and doing so may be block) you may crash your computer and cause more problems then solutions. Use a cache cleaner like http://buttuglysoftware.com/ Cleancache 3.5 from buttugly.

cache is temporary location where cookies are stored for easier access.
Also cache memory is temporary memory used for storing data on a short term basis.
