How big is the locker room? You can either wait til he is done washing and then you can go in there and wash up or you can go to another area of the shower-away from him. If, you do that and he goes next to you and still does the same thing-report it! That is harassment right there.
But, before you file any harassment charges, I suggest you just make sure he is not in there the same time as you are. And, if he is, get away from him and shower somewhere else. It sounds like he enjoy washing himself a little too much.
