It is broken. If it is fairly new(under 1 year) it is still under warranty. Call for repair.
There could be a problem with the circuit breaker or a thermal cut out or a thermostat or heating element if it is electric or a thermocouple or valve or thermostat or ignitor etc.... if it is gas.
You do not say what type it is gas or electric so it would be difficult to tell you what to do without writing a couple repair manuals and wasting time.
You would be better off if it is in or out of waranty by calling the repairman to resolve the problem since both electric and gas water heaters can be dangerous to your health or life if you make a simple mistake.

When u ask why a hw htr doesn't detect cold wtr I am assuming ur hw htr isnt working. First, check all the valves, ensure gas supply, (if gas) check setting of control knob.Is it set to on? If it has a pilot, look to see if its lit. If electric, providing the odor of gas isn't prevalent, after setting control knob listen for clicking of ignitor. If u can hear a click and the whoosh of gas ignition, check temperature setting dial. If its all the way clockwise, this could be the problem. 140degrees F is a common setting.Adjust as desired. If its a flash heater, check the controls. If this doesnt help, call a pro. Thermocouplings, temp. regulators, etc. should probably require a pro. Best of luck.

Since it is fairly new then it was working. Obviously you haven't a clue as how to check it out. Other than checking the circuit breaker, if it is electric, call a plumber or heating specialist. Your pilot light could have gone out but there is nothing you can do yourself or you wouldn't be asking us here. I don't want you monkying around with gas. A repair bill is much cheaper than losing your home or, worse case, your life or one of your family's.

If an electric heater check to see if the breaker has tripped. If so there is no electricity to the heater. That's all I can add to what has already been said.

Has it ever worked? if yes then there is something wrong check the warranty. If not turn up the temp. If it still don't work get the installer back there to finish what he started.
