The best option is to speak to neighbours politely and express your opinion that you are distressed and disturbed by their constant loud music - you should at first try to sort this problem out amicably before consulting with authorities (you never know sometimes this does work).

Assuming you have done so to no avail, you should write to your neighbours (courteous of course!) telling them that since you last spoke on XXX about the noise, it has continued and you are feeling stressed etc and then cc it to your local council.

Make sure you are keeping a diary of all the noise disturbances you are having from your neighbours as this may be needed at a later date. This includes type of noise, level of noise (if known), how long does it go on for etc

Then contact the Environment Officer of your local council and make a formal complaint. They may need to monitor & measure the noise level. They have the power to enforce the law on this, all the police can do is tell your neighbour that they have received a complaint about noise and ask them to turn it down - it may solve the short term problem but not long term as you will have to call them out everytime the music is on loud. Also if your neighbours are renting from the local council, housing association or private landlord, speak to someone their as its more than likely that there is a clause in their contract about not making deliberate & excessive noise.

Unfortunately all the police will do, if they even bother to turn up, is to ask your neighbours to turn their music down, as soon as the police go they will turn it back up again, you can get in touch with the environmental health and they will send a letter to the neighbours for you asking them to turn the music down too, they will ask you to keep a dairy of each time their music is loud, you do this for about a few weeks, send the diary back, wait for the environmental health to come and monitor the noise levels themselves and if they agree that it is too loud then an abatement of noise order will be served on them and hopefully their equipment taken away, sorry, yes it is long and drawn out and so bloody frustrating when you have to put up with this off neighbours too, is the property rented, can you speak with their landlord to have him sort something out, I so feel for you as we have had the same problems with some of our neighbours over the years too, no consideration for anyone have they, hope you get something sorted out and very soon too.

Under current legislation in the UK,anybody who persistently plays loud music is rendered liable to have their sound equipment confiscated,and or be fined. A procedure exists and reports have to be made to your councils environmental health unit which should tackle public nuisance.If you have more success than me
please let me know.Please note that when confiscations are made police officers attend ,as do env health unit

Usually there are city or county ordinances that restrict the noise level between certain hours. Usually 9-10PM-5-6AM.
Some places have 24 hour sound restrictions.
If the noise level is too high, the police can make them stop.

all the cops can do is ask them to turn it down but if they come out alot for it the can give them a ticket but if you set up a cam that has the date and time on it you may be able to sue for excessive noise in sume states you can get pain and suffering if the kept you from sleeping or you missed work because of thier music lack of sleep ect..

Environmental health at your local council, that is there main objective. Police not interested unless there is going to be a breach of the peace, well is there.?

Call the electric comany. Impersonate your neighbor. Say you are moving and want your electric service turned off immediately. They will send the truck out and turn off their electric power. The loud music will stop.

This has worked for me in the past.

In Toronto, you can blare your music up all day in a neighbourhood and the cops can't do anything. After 11pm, however, municipal fines can be issued.

Your local council will have anumber for environmental health. Also, tell the police you saw them passing a bong around outside...

They can go round and have a word but thats about all. Contact your councilman he may be able to help.
